Phnom Penh Municipal Court Detains Eight Asian Nationals Over Online Scam Allegations

Phnom penh: The Investigating Judge of the Phnom Penh Municipal Court has ordered the detention of eight suspects, including five Japanese and three Chinese nationals, in connection with an organised online scam operation involving aggravated fraud. These individuals have been charged following an investigation by the Secretariat of the Commission for Combating Online Scams (CCOS). According to Agence Kampuchea Presse, the suspects were detained under separate detention orders issued by Investigating Judge Mr. Kuch Tara. The Chinese nationals involved have been identified as Zheng Yusong, Cui Sheng Xun, and Wu Sheng Long, while the Japanese nationals are Midorikawa Ayumu, Nomoto Koji, Matsumoto Takayuki, Miyakushi Haruki, and Hamada Akira. The suspects are facing investigation for their alleged involvement in aggravated fraud activities carried out by an organised group. These activities allegedly took place at the Phnom Penh Galaxy Garden Condominium, specifically in Rooms 1316 and 1318, from February 1 to April 6, 2026. The offences are punishable under Articles 377 and 380 of the Criminal Code. According to the CCOS Secretariat, from July 2025 to March 2026, authorities at both municipal and provincial levels tackled over 250 online fraud cases. More than 80 of these cases have been forwarded to the courts, implicating over 750 suspects from various nationalities, including Chinese, Thai, Vietnamese, Japanese, South Korean, Singaporean, and Cambodian.
