Cambodia and KOICA Sign Agreement to Enhance Forensic Science in Policing

Phnom penh: The Ministry of Interior (MoI) and the Korea International Cooperation Agency (KOICA) have officially embarked on a transformative project aimed at modernising Cambodia's policing through enhancements in forensic science. The 'Project for Strengthening CSI and Forensic Science Capacity of Police in Cambodia' was formalised with the signing of a Record of Discussion (RD), marking a significant step forward in law enforcement collaboration between Cambodia and Korea.

According to Agence Kampuchea Presse, the initiative is scheduled to run from 2026 to 2031 and is designed to introduce advanced investigative techniques and bolster digital forensic capacities. The formal agreement was signed in Phnom Penh by H.E. Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, alongside Ms. Choi Moon Jung, Country Director of the KOICA Cambodia Office. The ceremony included the presence of H.E. Kim Chang Yong, Ambassador of the Republic of Korea to Cambodia, and representatives from the Police Academy of Cambodia (PAC) and the General Commissariat of National Police (GCNP).

The project aims to establish a cutting-edge forensic science and research facility at the PAC and upgrade existing Crime Scene Investigation (CSI) and digital forensic laboratories at the GCNP to align with international standards. It will also focus on providing advanced training in disciplines such as DNA analysis, toxicology, and digital forensics, thereby strengthening evidence-based policing strategies in Cambodia.

This initiative is in line with Cambodia's national development priorities, including the Pentagonal Strategy - Phase 1 (2024-2028), and contributes to the broader goals outlined in Cambodia Vision 2050. By investing in human capital and promoting innovation within law enforcement, the project is set to enhance national security and public safety.

As Cambodia and Korea approach the 30th anniversary of the re-establishment of their diplomatic relations in 2027, KOICA has reiterated its role as a committed development partner, dedicated to fostering a safer future for Cambodia.
