NA First Vice-President Urges Continued Reform and Governance Enhancements

Phnom penh: H.E. Kittisethabindit Cheam Yeap, First Vice-President of the National Assembly, delivered the closing remarks at the Dissemination Forum on Progress and Way Forward in the Implementation of Public Financial Management Reform, Public Administration Reform, and the E-Parliament System, held on October 2 at the National Assembly Palace.

According to Agence Kampuchea Presse, H.E. Cheam Yeap commended the successful outcome of the full-day forum and extended his gratitude to parliament members, leaders, officials, and participants who attended both onsite and online. He expressed confidence that the discussions during the forum had provided participants with valuable knowledge and practical experience, which would help enhance the quality, timeliness, and professionalism of services delivered by the National Assembly.

H.E. Cheam Yeap emphasized that the three reform programs-public financial management, public administration, and the E-Parliament-are closely interlinked and mutually supportive. Together, they aim to ensure effective and accountable public service delivery. He noted the notable progress made in increasing budget credibility and fiscal discipline, advancing human resource modernization, and introducing digital solutions like the E-Parliament to promote transparency and cost-effectiveness.

He acknowledged the consistent guidance of Samdech Techo Hun Sen, President of the Senate and Acting Head of State, who has long encouraged successive generations to pursue reform under the principle of ‘Preserve the Old, Develop the New.’ He also praised the leadership of Samdech Thipadei Hun Manet, Prime Minister, whose dynamic and visionary leadership over the past two years has enabled Cambodia to achieve remarkable reform outcomes, particularly in public financial management. H.E. Cheam Yeap stressed that success in reform depends on four key factors: clear vision, strong commitment, honest participation, and sacrifice.

He further recalled the ‘Five R’ approach (Mirroring, Bathing, Scrubbing, Treatment, and Surgery) introduced by Samdech Techo Hun Sen, describing it as a continuing reminder for leaders and officials to self-reflect, improve, and uphold their responsibilities to the people.

Looking ahead, H.E. Cheam Yeap voiced full support for the six recommendations made by Samdech Khuon Sudary, saying they will serve as a strategic guide for implementation. He reaffirmed the National Assembly’s backing for the Royal Government’s Five Reform Programmes, which cover public administration, public financial management, decentralization, judicial reform, and legal reform.

Within the National Assembly, reforms will continue under the ‘Five Rs’ introduced by Prime Minister Hun Manet: Retain, Retrain, Reassign, Retrench, and Recruit. H.E. Cheam Yeap urged specialized commissions to ensure transparency and accountability in monitoring progress across all reform areas.

Finally, the First Vice-President called for accelerating the implementation of the E-Parliament system to further strengthen legislative efficiency, transparency, and responsiveness to the needs of Cambodian citizens.
