Phnom penh: Minister of Information H.E. Neth Pheaktra has underscored the importance of ensuring the safe return of displaced Cambodian civilians to their homes following the Cambodia-Thailand border conflict in 2025. In a recent Facebook post, the Minister emphasized that the border issue extends beyond territorial disputes, affecting the lives and communities of those forced to flee during the conflict.
According to Agence Kampuchea Presse, the Minister highlighted the significant displacement caused by the conflict, with approximately 650,000 Cambodians uprooted at the peak of hostilities. He called for international accountability, questioning when displaced individuals would be able to return safely to their homes and stressing the need to address the actions that led to their displacement.
The Cambodia-Thailand border conflict, particularly impacting the provinces of Preah Vihear, Oddar Meanchey, Banteay Meanchey, and Pursat, resulted in both military and civilian casualties, alongside extensive damage to infrastructure. The Minister advocated for the documentation and assessment of alleged violations under international law to ensure accountability.
H.E. Neth Pheaktra emphasized the prohibition of indiscriminate attacks under international humanitarian law, urging a thorough examination of incidents involving civilian harm. He called for the proper examination of evidence and testimonies to verify the true impact of military operations on civilian areas.
Despite a ceasefire agreement reached on December 27, 2025, the humanitarian aftermath continues, with tens of thousands of Cambodians unable to return to their homes. The Minister referred to the Joint Statement of the Special Meeting of the General Border Committee, which emphasizes the safe and dignified return of affected individuals, highlighting ongoing barriers to resettlement.
The Minister also noted the July 2026 visit of UN Special Rapporteur Tom Andrews, who advocated for the safe return of displaced individuals. H.E. Neth Pheaktra stressed that the issue should be viewed not only as a political matter but also as a human rights concern, advocating for displaced people to live without fear and regain their livelihoods.
H.E. Neth Pheaktra argued for accountability and the resolution of border issues through peaceful mechanisms and international law, condemning the use of force to alter territorial claims.
