Phnom penh: Cambodia has formally reported escalating violations by Thai forces along the border to the United Nations Security Council (UNSC), following the ceasefire agreement reached at the Special Meeting on July 28, 2025, and the Extraordinary General Border Committee (GBC) Meeting between Cambodia and Thailand in Malaysia on Aug. 7, 2025.
According to Agence Kampuchea Presse, at a press briefing at 11:00 a.m. today, H.E. Chum Sounry, Secretary of State and Spokesperson for the Ministry of Foreign Affairs and International Cooperation (MFAIC), said that Cambodia’s top diplomat had sent separate letters to the President of the UNSC and the UN Secretary-General. In the letters dated Aug. 11, H.E. Prak Sokhonn, Deputy Prime Minister and Minister of MFAIC, warned of the growing risk to the current, extremely fragile truce between Cambodia and Thailand.
He stated that the armed forces of the Kingdom of Thailand have continued to commit escalating violations of Cambodia’s sovereignty and territorial integrity, in breach of international law, binding bilateral agreements, and the terms of the agreed ceasefire. Since the entry into force of the ceasefire on July 28, 2025, Thai military units have repeatedly entered Cambodian territory, illegally laid barbed wire, and constructed roads in multiple locations.
In a deliberate and aggravated breach of the July 28 ceasefire and the Aug. 7 GBC agreement, Thai forces reportedly entered the Anseh area of Preah Vihear province, where they escalated activities from laying barbed wire to demolishing Cambodian villagers’ homes and deploying heavy machinery to construct fortified bunkers. These actions, H.E. Prak Sokhonn noted, were consistent with a public statement made on Aug. 10, 2025, by the commander of Thailand’s Second Army Region, who declared intentions to reclaim Ta Krabey Temple and close Tamone Thom Temple-both located entirely within Cambodian territory.
‘The Royal Government of Cambodia therefore demands that the Royal Thai Government and the Thai Armed Forces: first, immediately cease all incursions, illegal occupations, and other activities violating Cambodian sovereignty and territorial integrity; second, withdraw all Thai military personnel and equipment from Cambodian territory to positions fully consistent with the legally established boundary; and third, comply fully and unconditionally with all binding bilateral and international obligations, including the ceasefire agreement of July 28, 2025, and the Aug. 7, 2025, agreement,’ H.E. Prak Sokhonn stressed.
