Cambodia Accuses Thailand of Violating Border Pact, Sovereignty

Phnom penh: Cambodia's Royal Government Spokesperson on Sunday reiterated the spirit of the Joint Statement issued after the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on Dec. 27, 2025, saying recent Thai actions run counter to that agreement. Speaking at a press briefing on the latest developments along the Cambodia-Thailand border, held at the Office of the Council of Ministers, Royal Government Spokesperson H.E. Pen Bona said the joint statement underscored the importance of resolving disputes peacefully in an atmosphere of trust, sincerity, goodwill, fairness and mutual respect, in line with the purposes and principles of the United Nations Charter, the ASEAN Charter and the Treaty of Amity and Cooperation in Southeast Asia. The goal, he said, was to open a new chapter of peace and cooperation between the two countries.

According to Agence Kampuchea Presse, the joint statement reaffirmed both sides' commitment to refrain from the threat or use of force, to settle disputes peacefully, and to respect international borders and international law in order to promote regional peace, security, stability and prosperity, based on mutual respect for independence, sovereignty, territorial integrity and national identity. It also reaffirmed a commitment to fully and effectively implement the July 28, 2025 ceasefire and all related agreements reached thereafter, as well as existing bilateral agreements. Both sides expressed determination to return to dialogue under previously agreed frameworks and existing bilateral mechanisms to end hostilities in all forms and to achieve genuine and lasting peace along the border, he said.

H.E. Pen Bona said actions such as placing containers and barbed wire that block Cambodian civilians from accessing their homes and property, as well as other activities that alter the security environment in or around civilian areas, strengthen military control, or create new facts on the ground in areas he described as seized by Thai troops through force, were contrary to the spirit of the agreements and constituted violations of Cambodia's sovereignty and territorial integrity.

He stressed that Cambodia strictly adheres to the Dec. 27, 2025 GBC Joint Statement and related agreements. Cambodia maintains a firm position on protecting the Cambodia-Thailand international border as defined by the Indochina-Siam boundary commissions, respecting international law and the principle of uti possidetis juris, as well as the Franco-Siamese treaties, maps, boundary demarcation records and other mutually agreed documents. Cambodia does not recognise any border changes resulting from the use of force, he added.
