Dr. Chem Widhya, Secretary-General of the ASEAN Inter-Parliamentary Assembly (AIPA), emphasized at the opening ceremony of the 3rd Seminar for Parliamentarians of ASEAN Countries in Beijing that parliamentary exchanges are crucial in enhancing mutual understanding and reinforcing ASEAN-China relations.
According to Agence Kampuchea Presse, 2026 marks the 35th anniversary of ASEAN-China Dialogue Relations and the 5th anniversary of the ASEAN-China Comprehensive Strategic Partnership. Dr. Chem Widhya underscored the need for sustained dialogue, ASEAN Centrality, and parliamentary diplomacy to further advance relations between ASEAN and China. He highlighted that parliamentary diplomacy complements state diplomacy, and improved communication and cooperation among legislative institutions can deepen mutual understanding and foster regional peace, stability, and cooperation.
Dr. Chem Widhya reaffirmed the longstanding relationship between AIPA and the National People's Congress of China, noting that the National People's Congress has held Observer status with AIPA since 1991. Over the years, both sides have maintained close parliamentary exchanges and cooperation.
H.E. He Wei, Vice Chairman of the Standing Committee of the National People's Congress of China, also attended the opening ceremony and delivered remarks. He stated that the seminar, themed 'Strengthening Exchanges among Legislatures to Foster the China-ASEAN Comprehensive Strategic Partnership,' signifies China's intent to deepen exchanges and mutual learning with ASEAN parliaments, contributing to the creation of a closer China-ASEAN community with a shared future.
A Cambodian parliamentary delegation led by H.E. Yos Phanita, Chairman of the Commission on Economy, Finance, Banking and Auditing of the Senate of the Kingdom of Cambodia, participated in the seminar. H.E. Yos Phanita recalled historical ties, expressing gratitude for China's ongoing support and highlighting significant advancements in bilateral trade.
H.E. He Wei noted the geographical and cultural connections between China and ASEAN countries and stressed the importance of strengthening environmental protection, promoting the Regional Comprehensive Economic Partnership (RCEP), and enhancing cooperation in artificial intelligence and clean energy. He called for respecting the 'ASEAN Way' and strengthening people-to-people ties through cultural exchanges.
The seminar, spanning seven days, focuses on key areas such as governance, clean energy, agriculture, connectivity, the digital economy, and artificial intelligence.
