Senate Approves Draft Law on Ratification of Montreal Convention 1999

The Senate of the Kingdom of Cambodia this morning approved the draft law on the ratification of the convention on the unification of rules relating to international air transport, called the Montreal Convention 1999.

The approval was made during an extraordinary session of the fifth legislature of the Senate, held here at the Senate Palace under the chairmanship of Samdech Moha Sena Padei Techo Hun Sen, President of the Senate. The draft law was approved by the National Assembly during its 2nd session of the 7th legislature organised on July 25, 2024 under the presidency of its President Samdech Moha Rathsapheathika Thipadei Khuon Sudary.

Cambodia has been a signatory to the Montreal Convention since 1999 but has yet to ratify it.

Countries in Asia that have ratified the convention include the Philippines (2015), Thailand (2017), Indonesia (2017), Vietnam (2018), Sri Lanka (2019), and Brunei (2020).

With the law officially promulgated, it will allow Cambodia to legally ratify the 1999 Montreal Conventio
n, which will eventually pave the way to further building confidence for air travellers and international air transport enterprises operating in and with Cambodia.

Meanwhile, the international air transport associations are promoting the Montreal Convention to become a modern, equitable, and unique global convention to bring the quality of the aviation sector to a new height.
