The National Programme for Sub-National Democratic Development Phase 2 (2021-2030) was officially launched here this afternoon under the presidency of Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen.

Addressing to the launching ceremony, Samdech Techo Hun Sen praised the Ministry of Interior as well as the National Committee for Sub-National Democratic Development (NCDD) for their achievements, especially the implementation of decentralisation and deconcentration reform programmes.

Samdech Techo Prime Minister also gave some recommendations so that the National Programme for Sub-National Democratic Development Phase 2 (2021-2030) is run smoothly and successfully aiming at transforming Cambodia into a high middle-income nation by 2030 as planned, while the country continues to fight against the COVID-19 pandemic.

The second phase of the programme will promote service provision and inclusive, equitable and fair democratic development through modernisation of sub-national administration system and improvement of service provision process and service quality to contribute to eliminating poverty and enhancing the quality of life.

The programme includes five major components – leadership and reform work coordination, sub-national administrative structure and management system, human resource management and development, financial and planning system decentralisation and sub-national administrations’ budget, and public service delivery and local development.
